СВІТОВИЙ ДОСВІД РЕАЛІЗАЦІЇ КОНКУРЕНТНОЇ ПОЛІТИКИ НА РИНКУ ІНФОРМАЦІЙНИХ ТЕХНОЛОГІЙ

У статті розглянуто конкурентну політику на ринку інформаційних технологій в контексті прискореної цифрової трансформації та глобальної конкуренції, що підвищує стратегічну важливість адаптивного державного регулювання для зміцнення національної конкурентоспроможності.
Метою роботи визначено ідентифікацію та порівняння іноземних практик конкурентного регулювання ринку інформаційних технологій, а також його загального державного стимулювання; на основі цього було сформовано рекомендації для удосконалення конкурентної політики в Україні.
На основі аналізу запропоновано для України поєднання «м’яких» і «жорстких» інструментів: регуляторні пілоти типу «пісочниць», інкубатори/акселератори з прозорим моніторингом ризиків; механізми саморегулювання/співрегулювання; а також використання можливостей, визначених у Ukraine Facility Plan (2025) – залучення університетів та бізнесу до створення центрів НДДКР та тристоронньої взаємодії «уряд-бізнес-університети».
